Heavy Fire in Company 3's Area - Tuesday, November 3rd, 2009 - Around 0130 hours, Engine 31 was dispatched to the 500 block of Mannakee Street for a reported pole fire. Moments later, Box 3-6 was filled across the street from the original call for the reported house on fire. Company 3 units arrived on the scene to find a single story single family home with heavy fire showing from the first floor. As Rockville firefighters were getting off the rigs, neighbors reported that people had run back into the house to attempt to rescue birds that were still inside. Rescue Squad 3 advised command that people were trapped and immediately made entry to initiate a search. Two people were located just inside the front door and members of Rescue Squad 3 and Tower 3 assisted them safely out of the house. While this was going on, Engine 31 stretched a 250’ 2” line to the front door and prepared to make entry to attack the fire on the first floor. When the line was charged, however, it burst at the coupling, making it unusable. Engine 31’s crew quickly pulled a second line and stretched it into the house to attack the fire. While performing a circle check, Engine 31’s officer advised command there was heavy fire in the basement directly below the fire on the first floor. Rescue Squad 3’s officer split his crew, ordering 3 firefighters to complete the primary search of the first floor and the remainder of the crew to search the basement. Rescue Squad 3’s crew encountered an extremely cluttered basement with heavy fire, high heat and zero visibility conditions. Engine 31 advanced their line to the basement and attacked the fire while Rescue Squad 3’s crew opened up the ceilings and walls to expose more fire. Tower 3’s driver and 5th firefighter threw ladders to the rear of the house and performed rapid horizontal ventilation. The remainder of Tower 3’s crew assisted Rescue Squad 3 with a primary search, located the fire in the Delta quadrant of the first floor, and assisted with fire attack. Engine 231 stretched a 200’ 1 ¾” line and met up with Tower 3 to knock the fire on the first floor. Tower 23 assisted with fire attack and ventilation. Engine 331 arrived on scene and was instructed by command to take a line to the rear of the house and make entry via the walk-out entrance to assist with fire attack in the basement. Despite heavy fire conditions in both the basement and the first floor, Rockville firefighters were able to knock the fire within 20 minutes. Thankfully, neither of the civilians rescued by Rockville firefighters sustained serious injuries. However, 22 of the homeowner’s birds tragically perished in the blaze. After performing extensive overhaul, crews finally picked up and cleared the fire ground at 0500 hours.

Rockville Firefighter Seriously Injured In Early Morning House Fire - October 2, 2008 - At 0127 hours Engine 31 was dispatched to a transformer fire in the 200 block of Frederick Ave. Engine 31 arrived on the scene with heavy smoke showing from a 1 1/2 story single family Cape Cod style house. The house fire assignment was filled for box 03-07 bringing Engine 231, Engine 331, Truck 3, Aerial Tower 23, Rescue Squad 3, Ambulance 38, and other Montgomery County Fire & Rescue units. Upon further investigation Company 3 units found a working basement fire with fire extending up the stairwell to the first floor. Engine 231 stretched their handline to the rear of the home, down the exterior stairs, into the basement, and began knocking the fire in the basement. |
|
While performing the primary search operations on the first floor, the floor in Quadrant "D" gave way, sending Firefighter III Joel Rogozinski through the floor and partially into the basement. Firefighter Rogozinski was able to catch himself before falling fully into the basement, however was unable to pull himself up out of the hole in the floor. When Rogozinski had arrived on the scene, he conducted a circle check and noticed a basement window on side "D". When Rogozinski remembered this window, he chose to drop into the basement, then located the window and was able to rescue himself. In the meantime, a mayday had been called by other firefighters on the first floor who witnessed the floor collapse and a firefighter fall through the hole. Actions by crews on the scene mitigated the basement fire prior to the floor collapse, which allowed Rogozinski the opportunity to escape. The area he fell in and the window he climbed out of was heavily involved in fire just a few moments prior to the floor collapse.
During the event, Rogozinski suffered significant burns to his arms and legs. He was transported by Medic 239 to MedSTAR Trauma Center in Washington, DC. Firefighter Rogozinski has now been admitted to the Washington Hospital Burn Center ICU. Until Rogozinski is moved from the ICU to the Burn Center Step Down Unit, no visitors are allowed except immediate family. Once Rogozinski is released to the step down unit, visitors will be allowed. Please check back for updates as they become available. Please call 301.424.0310 with any questions.

Stabilization: The trailer of the truck was hauling an empty trash container that came unlocked and lifted slightly from the trailer during the collision. Struts were run on both sides of the trailer and container to initially stabilize it. Straps were run around both ends of the container to secure it to the trailer, as well as straps being placed on the under side of the container to the trailer. All wheels of the tractor were chalked, including the 5th wheel. Multiple box cribs were built, including one at the rear of the trailer along the jersey wall. This allowed a strut to be placed to the trailer, above the sedan, to support the trailer. After the trailer was stabilized, the passenger of the vehicle, who had insisted on climbing out of the car, was removed from the vehicle. The passenger side front window and the top part of the door that covers the "A" and "B" posts were removed. The passenger of the vehicle was then allowed to climb out of the vehicle. The passenger was transported to an area hospital as a BLS patient with only minor scraps and bruises.

Lifting Operation: The "A" plan was to utilize the wreckers to lift the rear of the trailer up off the sedan and the sedan to be pulled out from under the trailer. While the wreckers were enroute, crews continued to work on a second means of lifting the trailer if needed. The "B" plan was to use high pressure airbags placed under the rear axle of the trailer to lift the trailer off the sedan. The slack adjuster of the rear brake needed to be removed to allow the airbags to lift at the proper point. A plasma cutter was used to cut the slack adjuster off the truck. Multiple box cribs were assembled under the lift point to place the high pressure airbags at the desired point. Two 26 ton airbags were stacked on the box crib. As the plan "B" lifting system was being finalized the two wrecker's arrived and were placed into position to lift the trailer. The operators of the wreckers wrapped the rear of the trailer with chains. Once the go ahead was given, the wreckers lifted the trailer approximately two feet from off the sedan.
Crew initially had secured a chain to the sedan to be pulled by a come-along that was secured to the jersey wall. When Wheaton Volunteer Rescue Squad's Rescue Squad 29 arrived on the scene they were positioned to replace the come-along system with their winch. After the trailer was lifted off the sedan, Rescue Squad 29 began to pull the vehicle in the direction of the front of the tractor trailer truck. When the sedan was clear of the trailer of the truck, the wreckers lowered the trailer back to the ground to allow crews to safely work around the sedan.

Volunteer Contract First In Country- January 30, 2007 - News Release republished courtesy of Montgomery County Fire & Rescue Service - MCFRS.org - Montgomery County Executive Isiah Leggett, County Council President Marilyn Praisner, County Fire Chief Tom Carr and Montgomery County Volunteer Fire and Rescue Association President Marcine Goodloe came together on Tuesday, January 30, 2007 to celebrate and recognize the first ever Direct Negotiation Agreement between Montgomery County Government and the Montgomery County Volunteer Fire and Rescue Association.
In May 2004 the Montgomery County Council approved CB 36-03 legislation to create a more unified command and control structure for the Montgomery County Fire and Rescue Service. The legislation established for the first time the position of a uniformed County Fire Chief who has authority to administer, direct and originate fire and rescue operations for the entire Montgomery County Fire and Rescue Service, career and volunteer. Fire Chief Thomas W. Carr, Jr. was appointed Acting Fire Chief in October 2004 after a nationwide search was confirmed by the County Council and sworn-in as County Fire Chief in January 2005.
Other provisions of the new legislation included elimination of the previous position of Fire Administrator, the seven-member Fire and Rescue Commission was retained as a quasi-judicial review board to assist the new chief; and the Chief of the Division of Volunteer Fire and Rescue Services was enhanced and redefined with a clear role in the administration, recruitment, retention and promotion of volunteer personnel and facilities.
Council Bill 36-03 reorganized the Montgomery County Fire and Rescue Service (MCFRS) and created the first ever County Fire Chief. Part of the reorganization included exclusive Local (volunteer) Fire Rescue Departments (LFRD) representation by the Montgomery County Volunteer Fire and Rescue Association (MCVFRA) in accordance with Montgomery County Code, Chapter 21. This is the first and only known such arrangement for a volunteer fire/rescue organization in the United States (and possibly in the world).
A negotiating team made up of MCVFRA representatives met with Montgomery County Government representatives and Montgomery County Fire and Rescue Service representatives and were involved in direct negotiations. Among other things highlights involve: volunteer recognition (defined volunteer status), clarified volunteer member record keeping guidelines, defined disciplinary process (including rights and protections/guarantees), provides for MCVFRA administrative and organizational funding, created a nominal fee for each active volunteer participants, formation of Length of Service Awards Program (LOSAP) Advisory Committee, improved death benefit, provides for additional medical expenses associated with annual physicals for volunteer members, and more.
The new Memorandum of Agreement (MOA) had unanimous support of the MCVFRA Board of Directors, which is comprised of the president, vice-president, secretary, treasurer and five district representatives. These are voluntary positions and all nine members are associated with local volunteer fire and rescue departments. The MOA was voted on and approved by the volunteers at large. There are 19 corporations and over 1,000 volunteer members that form the MCVFRA.
The Montgomery County Volunteer Fire and Rescue Association member departments have served the residents of Montgomery County for 85 years. Today’s volunteers are involved in all types of emergency services from entry level firefighter and emergency medical technician to those of fire and rescue chiefs. The fire service has evolved from an all volunteer beginning to one of the largest combination (career/volunteer) systems in the Country. The majority of the community based local fire and rescue stations are owned by volunteer organizations and for the most part are staffed around the clock by a combination of career and volunteer personnel.
The Montgomery County Fire and Rescue Service is a full spectrum life safety agency protecting nearly 1 million people who live and work in Maryland’s most populous jurisdiction. The MCFRS is a combination system (career/volunteer), operating with a budget of about $195 million, comprised of nearly 1200 career uniformed personnel and professional civilian staff and an equal number of volunteers, nearly half of whom actively participate in emergency response. There are over forty fire and rescue facilities, including a 56 acre training academy, state-of-the-art communication facility, as well as thirty-five community fire and rescue stations strategically located throughout Montgomery County’s 500 square miles in the Washington, D.C. metropolitan area.
